HCl Edition Beta 1.8.3 fixes the bugs reported on 1.8.2.

Fixes
- Modelbench vertex models open like in 1.7.0.
- Resource packs work on mod blocks.
- "Follow parent bend" in the model editor, for attachments that shouldn't bend with the limbs.
- No spring wriggle at instant keyframes.
- Per-channel keys no longer change earlier frames.
- Sharp UI at every interface scale.
